how to connect hardware to software

Hello everybody,
I'm new to this forum and just learned Digital Electronics and CMOS gates ,
I would like to know how i build circuits and connect them via USB with the PC and how i program the drivers for it,
I'm a noob so could any body tell where i have to START and what i have to learn,
I'm not looking to build something complicated , just something to understand and learn how HARDWARE and SOFTWARE work together

P.S. I have got some programing experience too(C++ , Visual Basic )

hardware connect software

To start you can simply use USB to RS232 bridge like the model from SILABS or FTDI in this way driver is about the device manufacturer and the USB channel will be see as a simple serial port (VSP = Virtual Serial Port).
Coding driver can be done by using suitable tool like Jungo Win Driver:

Just my 2 cents
