How can VMWARE be used on a Windows-based platform?

Hello!
somebody told me that VMWARE can be used in Windows-based platform to have virtual unix machine.
may somebody explain how it works and how efficient it is?

you have to have a dual core maching with doubled size memory to use the vmware efficently.
