Without context it is difficult to say. If it's a fridge control board, it is unlikely to be an audio amplifier. If it's an audio amplifier it probably isn't on a drill speed control board.
My guess is its a JRC4580 (= RC4580, JR4580) dual op-amp. JRC is the manufacturers name.
