[ARM] How can I build a headerboard for ARM microcontrollers?

Hi.
I want to learn how can I make a headerboard for ARM microcontrollers? I mean a board to use of microcontrollers I/Os. I haven't choose a microcontoller or a project to do yet, but now I only want to know a general guide in step by step to do this.

First buy a Development board then only any one can help for your questions

My preferred development board is Discovery Development Board by STM Electronics that is very cheep and reliable

What do you mean build?
Do you want to connect the board to any IDE and program using selected IDE?
 

Sorry for my bad English. I mean build a board like Discovery. I am seeking the hardware side. I don't want to learn how to program a board, I want to learn how build(make) a board?

I like i can buy a microcontrollet(for example LPC 17xx) and make a board for that to use it. I want to reach this knowledge.

Thank you guys. But I have to say in past, I have used this method(copy from commercial board schematics). But now I want to learn to be a first designer a board, without copying.
How can I do it?
 

It is not that much hard

First you think what kind of design you supposed to do
Then read the datasheet of MCU you supposed to use, especially electrical specifications of the device
