hi

it is only possible when we can write new data to them
it can b used for password checking of a person or giving security access
but if some has this type of use he will surely have a more better thing to use

I know that payphone card has fuse bit. when a fuse bit is burnt it can not retrieve.
therefor you can just make an Emulator.
