How does arbiter circuit work ?

Please I need to know how does this circuit work ?

... what is it supposed to do?

An (electronic) arbiter usually has to decide upon which of 2 (nearly) simultaneous (just a few ns separated) bus requests came first, and so allocates the bus access to the former requester and disables it for the later one.
