hot switching photocoupler

hot-line switching

i'm try to design hot line switching for the photocoupler and i found the solution on th web. Can anyone provide the calculation for the value of the capacitor and resistor in the diagram . i will be using many load from the highly inductive and non inductive.
hence ,i need to make the calculation for every component value. your reply is very much appreciated .
