I am looking for some very small High Voltage Capacitors

Capacitance: 10 pF
Voltage: 10 to 30 kV

Size around 1 cm^3

Is this even possible?
What are the best insulation materials to built something like this?

sure

What are the best insulation materials to built something like this?

any material with enough dielectric rigidity, like teflon or homebrewed on FR4 with enough thickness between copper layers
