high speed PCB design guidelines

hie there,

I am not a PCB designer, but currently I need to design a PCB board to test uptil 4.125Gbps signal patterns. I have about 2 months to get ready.
I am planning to use cadence allegro.

can I use fr4 boards for such high speed??? its just a simple test board to test a receiver and transmitter IC.

I am interested to know more about the design rules for high speed boards. anyone with some good articles or care to tell me where to begin???

i am also interested about it! also want to learn details of good decoupling techniques!
