high speed (>10GHz), low power frequency divider needed

Does anyone have frequency divider structure which can work at larger than 10GHz, but consume low power (Maybe "low power" word is not easy to justified)?

I've never come across a commercially available injection locked divider ... so I think it is technically feasibile but not really production friendly

I would go for ordinary prescalers. One idea would be to use a ADF4108 from analog. It is a PLL with internal prescaler operating up to 8 GHz. It might work up to 10 GHz if you have enough power. The power consumption of this device is OK. Does not work up to 10 GHz but you could check with them if they have new devices in the pipeline.
