Hi,question about wcdma's power and RRC filtered power diffrence

Hi, in 3GPP 25104, there's a statement said:

The RRC filtered mean power of a perfectly modulated W-CDMA signal is 0,246 dB lower than the mean power of the same signal.

how could the 0.246dB be induced ?
