yes it is the gate length
that is it is the minimum length of the channel it can be fabricated.

these are the minimum gate lengths for the transistors used...
they're the result of scaling for the transistors, following moore's law :)
so that's why every while you find a new gate length for the transistors, to be able to fit more transistors on a chip, since they have less areas ;)

When we r talking about 180nm or 90 nm or any nm then it means that we r talking about the feature size so 90 nm meter the min size of the length of the transistor in that device is 90nm..

Yes, the max frequency depends on the logic. You can evaluate the intrinsic speed of a technology by creating a circular loop of an uneven number of inverters. This circuit will oscillate as fast as it can, and that frequency is called the toggle frequency. It is usually quite high and is only of academic value to designers.

The actual frequency a circuit can achieve is limited in part by the speed of the transistors, but much more by the nature of the circuit.

The max freq is depends on your logic, not the technology..
 

which power dissapation is bigger between 180nm and 90nm?
