Help with XP Home edition

Hello,
I wonder if some one can guive some advise on this.
On XP Home Edition I declared a new invironmental variable "path" (with a path to some program) in user variables for the current user (the fact it's the only machine user doesn't matter).
The point is the system ignores it. In order to make it work, I have to add it's value to the system's path. Notice that the "path" variable was given here just as an example. With other variables it happens the same thing. User added variables are ignored.
I'm a W2K user ad here things work as they should.

You can't have two variables with the same name. 'Path' is already occupied...

"Occupied" variables do not bother W2K, it cleverly appends them. So why won't XP?
