in the attached picture of gps module can anyone please tell what are the two IC used for? they are marked with red arrows
also there is a unmasked ground pad, can anyone tell why the manufacturer left it? does it imporves gps signal reception?
 

The G3H is an L-Band switch: CEL # UPG2012TK

Not sure about that other device.
