(usb to serial or parallel adapters are mostly designed to work for printers) Try programmers using usb connection itself.

From picture I think you have FTD Chip.

Did you try that cable on other PC with programmer ?

Usually people make this programmer because simplicity of circuit. Better go to PICKit 2 Clone.
