Help on JPEG Progressive decoding

Hi folks,
I have a doubt on Progressive decoding of JPEG streams using Successive approximation method.
What does Ah(Successive approximation bit position high) and Al (Successive approximation bit position low) stands for in Scan header of JPG streams????
I read in the standard ...but i could not figure it out??? Its mentioned that , DCT coefficients are reduced in precision by the point transform in the scan header (specified by Ah abnd Al)....but how exactly it is used in implementation????
