Help needed with small project [detector of multiples]

Hi... I am in need for help regarding building a detector of multiples of 3 using 4000 cmos series and multiplexor, and a 4 bit counter. What i'm really asking is a small help regarding the scheme of the entire thing if its possible, I'm in my first year and have limited knowledge for now, so let me know if somebody can help me.. Thanks in advance
