Help needed to get my PCB card repiared of my 20M controller Cpu AMD2909 chipset

Well i have a 20 m controller of my computerised knittting machine. this controller was made in japan in 1988. Recently it developed a fault in its CPU card. I am unable to get it repaired locally so help is needed to get it repaired. It has a 2909adc microcontroller with SN74 series chipset. it has four spl IC's fujitsu mb1901A. It has 6 eproms in which data is stored. I have 4 mcs so i have replaced the 2909adc,mb1901a,& the eproms with another board and all are good. there is some fault in the sn74 sreies chipset ics which the local engineers are unable to find and they claim that all 74 series ics are good according to ic tester. Please if someone can help me i will be grateful
