Help me with topology for a 7bit programmable frequency divider

Hi,
I want to design 7 bit programmable frequency divider,
which can divide input from 1-127. input frequency i targeting is 1Ghz.
can some one help me in topology..

you can design a digital comparator for 7 bits and to one input you can give the 7 bit input of yours(the divisor) and to the other input you can give input from a 7 bit counter... when the value of the counter and your input are equal the comparator output becomes high and you can use this output high to toggle a flip flop and also to reset your counter,.........
