Help me with SDIO'S RCA(Relative card address)

Help me for SDIO

I will need to add a SDIO interface for demodulator with 40Mhz clock, but less experience about interface implement.
My question I want is about SDIO'S RCA(Relative card address). Spec says : "Relative card address; local system address of a card, dynamically suggested by the card and approved by the host during initialization". But I want to know how the card suggest the new RCA ,if the host does not approve . random?
Any suggestion is appreciated.
