Help me with numbers of wheels for robots needed for 90 and 180 degree turn

I need some help for the wheeling mechanism of robot.
I need to build a line tracking robot that has to pot the balls in the bucket. So, how many wheels will be suitable to allow it a turn of 90 and 180 degree turn.

And one more thing. Can I incorporate a hover craft instead of wheels so that the robot will fly. Robot weight should not exceed 12kg.

I really can't imagine what do you mean. Can you explain more? or better make a draft or something..
