Help me establish a proper ground

I have been working on certain circuits..... The problem is I'm unable to establish a proper ground for i'm in 2nd floor of a hostel..... can i make my own ground(earth) if so someone help me plz...

i think the best way was to connect to the water pipes.

Are you using some high voltage circuits? Doesn't the electric outlet give a ground terminal?
