how to write datainto eeprom

hi every body.
How to write a data into a external EEPROM(AT28C256) by use a C language.so is it required a pic programmer or EEPROM programmer to write data into a EEPROM?If i don't have EEPROM programmer is it got other alternative ways?After i write a data into a EEPROM so how do i read a data from a EEPROM?

Can anyone help me out with this please....
