Help explain why 1024 is added in the DCT transform

I am reading about 2D-IDCT Design in the lab: https://people.cs.nctu.edu.tw/~cjtsai/courses/soc/labs/soc11_lab4.pdf

However, I got stuck in this section, can't figure out why 1024 is added in this. Could anyone help? I really appreciate.
