Regarding feedback, the opamp is connected as a noninverting buffer, with gain=1.
Being a differential output opamp, the output is balanced so it converts single ended to differential. The output differential voltage is 2 X input voltage.
I think the labels are wrong, Vin is at the + output and -Vin at the - output.

Very easy to do with a dual op amp like the LM353 or TL072. Input to first amp connected as a unity gain inverter. Output will be -V. Same input connected to the second amp configured as unity gain, non-inverting buffer. Its outpuit will be +V. Input impedance can be selected by the value of the input resistor to the first op amp.
