A PIC's specs, even the highest-end ones, lag far behind those of a PC.

pcs uses microprocessors bcz its can handle and perform milions of operations in a secon now pic18F8720 is a microcontroller and it can be used to control differnet small controll systems and it can be programmed via computer using computer!! with the right software and programmer ususally assembley language is used

The answer to the original question is: YES an NO.
For today's standards, with fast video cards, storage devices et cetera, it is relly difficult to call a device with no such capabilities a PC.

Who remembers ZX-Spectrum, or better example AMSTRAD-128?
The latter had 2x64kB of RAM, printer port, dedicated screen, disks similar to 3½ Floppy, incorporated keyboard and more. One can argue, but it could be treated as a PC ........ and gues what? Its CPU was ......... Z80 (4MHz clock).
On top of everything, the response time of this gismo was faster than 500MHz INTEL with WindowsXP and Service Pack2 !!!!!!!!!!!!!!!!!!!!!!!!!

Yes, I remember the good ol' days of the ZX-Spectrum.
It was pretty fast for an 8-bit micro running at 8MHz.
I think the Z80 can still be a lot of fun to play with for vaious projects.
