But I am not a professional hardware designer. Anyway here they are

01. Cost
02. Power consumption
03. Maintainability
04. Re-usability
05. Safety
06. User-friendly
07. Ethical Aspects
08. Environmental Impacts
09. Fault Tolerance
10. Security aspects

2. Processor which matches our max requirements)
3. Processor (with max utilization)
4. Processor speed
5. SOftware Feasibility
6. Power Consumption
7. EMI/EMC speciifcation's
8. Product durability
 

Indeed depending on the project.

Safety (for users).
Safety (for people only view).
Safety (for the hardware).

EMC.
Temp range.
Voltage range.

"Userfriendlyness".
"roughtnees" (a nice system does not work long unprotectec on a oilplatform).
Ease of chip replacement.

In embeded systems cpu speed many times does not matter as it is the system who should perform in realtime. A cpu running 4GHz in a system that reacts on 5 seconds on an event is not good, a 5MHz processor doing a 0.0005 seconds reaction is much better.

Cost is (You have a mounting house) much dependant of the "common use" of Your components and how many times the mounting machine should be stopped to change component wheel.
So basicaly use more or less any ARM, pic or atmel chip, use far most possible less than 20 - 25 (or mulplum of) different components. Ok i know it is not much, but each time they stop the machine it costs :).
