GSM PA burst Pout is not regular

The GSM PA in burst mode has an irrugular Pout shape as the attached pic., Could anyone explain it? Thx a lot!

Usually can see this kind of burst shape when using Closed Loop Power Control (due to a feedback gain distortion), but today most of the manufacturers use Open Loop.

Check the shape of power control ramps, and if these are fine, the PA could oscillate just during the burst.
