GSM modem cannot talk with another GSM modem

I have used 2 gsm modem.
one is inserted with a voice card and another is inserted with a data card.
The gsm modem make a voice call and another one answer the call.
Then, "CONNECT 9600" is displayed.
The connection between the two gsm modem is established.
However, they cannot talks.
As I typed some characters on the hyper terminal, there is no word displayed on another hyper terminal.
It seems that there is no communication.
Sometimes, there is one-way communication that is only one can send and aother one can only receive.
Sometimes, bi-directional communication is available. However, after "+++" "ATH", it fails to communicate as the connection is established again.

Would someone tell me possible problems and the corresponding solution? Thanks
