Hi,
I would recommend the folowing:
1) Get the latest MPLAB IDE from microchip website.
2) Get the PICDEM-2 with the ICD 2 debugger (~200$ from microchip website),
I know that this is a bit expensive but working without the ICD is Painfull.
3) Get a free "c" compiler from the HTSOFT website.
4) Install the whole lot on your pc, and you'r ready to kick start.
5) The HTSOFT forum is full with great stuff, just download & run.
I can recommend the PIC16F873A chip, or PIC16F819 to start with.
