If $150 US is within your budget, then try a small kit from Xilinx or Al.tera. Check the features to see if the board has everything you need, such as memory, I/O ports, displays, whatever. Here's a nice list of boards from many vendors: https://www.fpga-faq.org/FPGA_Boards.shtml
