I have .dsn file (Orcad caprture), i need to create a library file .olb file from the design file that will contain all the "part instances" used in the schematic design.

"Generate Part" under the tools create the whole design as one part and it is used for reuse module. But i want to generate the individual part instances in a library file so that i can use that in some other design

You can copy the instance data directly into a library.
1. create a new library. (easiest way for me is to simply create new library in working directory)
2. add new library to project.
3. select all instance data in project tree. (I usually cleanup instance data before copying)
4. paste or drag selected instance data into new llibrary that was addded to project.

Done!
