Generating MSK modulated data

Hello everyone,

I am working on a project to test a transmitter.It uses MSK modulated data.
So my queries are:

1.How to generate MSK modulated I and Q data?

2.Since the transmitter uses a 4-bit DAC , I and Q components should be quantized to 4-bits.How should I do this?The dac clock is 16MHz.

3.How to pass this data to the transmitter?
