i am a rookie in practical electronics i want to start from the basics from where i should start ???

Buy a DVM, digital volt meter. Get hold of scrapped electronics stuff, take it apart and study the components - ask questions. Go to Library and borrow books on basic electronics. Talk to Teachers/lecturers and ask about basic courses, take them or at least read all the material relating to them on the WWW.

i want to gain practical knowledge i want to start from simply building circuits @nitishn 5

hello !!
try to build simple circuits , some simple experiments and so on and when you feel that you got used to that
try something bigger .
try to find a book that contains projects for beginners .
most important is that you have necessary tools and kits
good luck !!
