Geared motor torque test

Hi,
Can any body let me know the best method to apply variable torque to a geared motor.

I have a geared motor with torque meter attached to it at the output shaft. Now i need to setup an appartatus to apply variable torque to its shaft so that i can see the torque taken by the motor through the torque meter.

The torue range will be around 200-400 Nm.
 

Either a mechanical brake or another motor as variable load.
