GDS-> CDL, spice -> CDL conversion

Is there a way to generate CDL directly from GDS? If not, is there a way to convert spice to CDL? But anyone knows where I can look to find the difference in syntax?

Depends on whose CDL you want. All IC Design & Layout software vendors support GDS conversion into their system CDL. E.g. C@dence: streamin.
