TIMING VERFICATION

a) IS FUNCTIONAL TIMING and PHYSICAL TIMING VERIFICATION
same or different?

b) what are the tools that sre used for the above both,

c) which one is more critical in the design flow.

If you mean functional verification and timing verification, the answer is YES. They are different. In functional verification, you want to check the functionality of your design. You can do that by using any HDL simulators. But in timing verification or timing analysis, you are going to check whether your design satisfies the timing after placement and routing (or technology mapping).
Both of them are important in the design flow and should be checked carefully.
