Where can the full operational C compiler for Infineon C16x family of microcontrollers be found.

Try https://www.tasking.com/products/c166-st10/. There is a demo you can download, but it is rather limited.

The hightec compiler is a gcc port but works very well.
Rigel is free for non-commercial use, the rest you have to pay for.
I think tasking compiler is still the best but it does cost a lot.

, bundled with assembler and linker.

I did not test it.
