frequency converter problems

Hello All,

I have a frequency converter 115v 400Hz 200V AC (phase to phase) ,The output neutral to earth voltage is 30V ac when the frequency converter is off ,
When the frequency converter is switched on further the voltage is increased to 70V AC . Is it ok if i short the output neutral with earth ? . Will shorting this further create any problem to my system.
