From 20th Jan to 31 Mar of 2011, STC will offer Free In-System Programming (ISP) tool (which usually cost $16) for any new customer. We'll send a USB ISP tool with any new order of our STC series 8051 microcontroller from our online store ,
 

Yes the tool is free. Just order the tool and the chips online, don't pay for it. The service man will modify the price to $0.01 ( sorry can't be 0).
