Does anyone of you have information for a cheap FPGA PCI-e development board for studying ?

Are you looking for a board with PCIe edge connector. In the Altera world, Cyclone IV GX Transceiver Starter Kit ($395) is the cheapest I'm aware of. The FPGA is however relative small.

Why so expensive ? and why PCI-e?

Just look for "Altera Cyclone IV Development Board" or for "Atmel" or "VHDL" on sites like www.DX.com, or on Ebay.

Board is funtastic and Free Shipping delivery from China. Cost a nickel and a dime.
(About $46 US dollars Including 4 free software DVD's with course in Chinese. Very interesting but hard to understand the VHDL course because no English).

It really is a shame that no English version is available!

Also other boards like Arduino, and electronic components for repairing electronics are cheap and worth every penny !
