just try google search u can come across a lot of documents to design a BGA some of the documents have given clear examples to route the tracks

I would like to see forum which discuss lot about IC package designing. Design guidelines can be able to download but like to see forum which do some healthy discussion on IC package design. ex: edaboard, freelist etc
