FM radio link allowed CNR?

In microwave radio link where FM is used for video transmission what is minimal CNR for 50dB S/N ratio in demodulated video signal? Radio link is standard link for 1800 telephone channels used for video.
 

as i remember from an paper the required SNR for FM is 55dB.
