Flicker Fusion Frequency cause a change in LED brightness?

Flicker Fusion Frequency

I designed a circuit using 555 timer. It flashed an LED using pulses. By changing the duty factor, its brightness changed. Provided that the frequency was greater than Flicker Fusion Frequency, how could it cause a change in the brightness as each pulse was turning it fully ON with maximum brightness?

Your eye integrates the number of photos it receives. When the light is on for a longer fraction of the time, there are more total photons emitted.

I have seen circuits which drive LEDs using pulses. I think it's done to conserve power. Is this type of LED driving is done at the cost of lower brightness? If yes then which value of duty factor is most suitable? Is there a tradeoff between the brightness and the power required?
