Flash programming for TMS320F2812

Hi,
We are trying to convert the ".out" file generated by CCS IDE after compilation into bin file using an utility. But we notcie there is a discrepancy. When we download the ".out" file using SDFlash utility, the contents of programmed memory locations are different when compared to these contents when we program the same flash locations using the bin file. We are programming the bin file onto flash through SCI communication. We are noticing that contents of programmed flash locations are exactly matching with that of bin file.

But why is this difference between ".out" and ".bin" file contents? Do we need to have any additional code to convert the bin file generated contents so that the DSP can understand it?
Are we missing anything? Please help.
