i am attaching one file. this esr meter uses attiny15l & 4094 ic. the output is not ammeter but LED's. I have a question regarding this attiny15l, does this IC require any programming in this circuit or not. if yes, then no code has been mentioned in the file. If not, can this IC be used as it is without any progamming done. And will this circuit work.

The ATTiny15 is a microcontroller and as with any microcontroller it requires some sort of firmware to function as expected.

Therefore, to answer your question, NO the device will need to be programmed before the ESR will function as detailed in the article.

It appears to be similar to another popular version, although I've not translated the article to be sure.

ATtiny is a microcontroller based on AVR RISC architecture. You cannot use it or any part of it without programming. You have to find what code was written for this circuit.
