ERROR CONFIGURING SPARTAN 3A DSP

HELLO i am using a jtag-parrallel Cable III......TO CONFIGURE a SPARTAN 3A 1800 FPGA STARTER PLATFORM.... I GET THE ERROR : '1' Programming terminated.DONE didnot go high.
