Epsilon(1) and Epsilon(2) in HFSS Solution Data Report

I am simulating a transmission line in HFSS. I am trying to plot permittivity but there are two options in the solution data report: Epsilon(1) and Epsilon(2). When the plot the magnitude of each of these on the same plot, the values are similar but not the same. What's the difference between Epsilon(1) and Epsilon(2)? Thank you!
