If I converted a 9v DC to a 5v DC, what will happen to the voltage that has not been used. Will the voltage be preserved or the circuit will just consume it? Thanks
 

Depends on the involved kind of converter.

A linear voltage regulator will completely consume the power related to the voltage difference (ideally Iin = Iout) a switched mode converter preserve the power (ideally Pin = Pout).
