Can anybody help me in providing me the basics about a electronic ballast, circuit etc.

you can read about regulated power supplies
any application note (LM317) fo example
 

Dear timo67, Thanks for your reply.I am talking about the electronic ballast (Choke)used to light tube lights and flourescent tubes. I need help on that.

You might get a ballast designer software
form International Rectifier .. check that out ..
